Tim Pallas MP
Victorian Minister for Roads and Ports
Tim Pallas is the Minister for Roads and Ports. Minister Pallas oversees Victoria 's extensive roads network, road safety initiatives and Victoria 's world-class ports. He also has responsibility for logistics and marine safety issues. Minister Pallas is the Victorian representative on the Australian Transport Council – the peak body for Commonwealth, State, Territory and New Zealand Governments that coordinates and integrates transport and road policy issues.
Mr Pallas was elected Member for Tarneit (MLA) in November 2006 and was sworn in as Minister for Roads and Ports in December, 2006. Previous to his current role he was Chief of Staff to the Premier of Victoria, Steve Bracks – a position held since October 1999. He worked as Chief of Staff for Mr Bracks when Opposition Leader from March 1999.
From April 1994 to March 1999, Mr Pallas held a broad variety of senior positions within the Australian trade union movement. These roles included Assistant Secretary ACTU and as a Member of the ACTU Executive Council, the National Labor Consultative Committee, the ACTU Wages Committee and the NLCC Industrial Legislation Committee (COIL). Mr Pallas was also a Member of the Administrative Review Council for two years.
Mr Pallas worked in the Federated Storeman and Packers Union and its successor organisation, the National Union of Workers from November 1985 to April 1994. He held several positions as Industrial Democracy Officer, National Research Officer, Branch Organiser, National Industrial Officer, National Legal Officer and Assistant General Secretary.
From June 1983 to November 1985 Mr Pallas held the position of Federal Industrial Officer for the Federal Firefighters Union.
Mr Pallas was born in Newcastle , New South Wales and has degrees in both Arts and Law from the Australian National University . He also holds a Legal Profession Practising Certificate for Victoria. |

Eric Cyrille Van den Eede
General Manager of the agency Waterwegen en Zeekanaal NV (Brussells) and President of PIANC
Eric Cyrille Van den Eede holds the positions of General Manager of the agency Waterwegen en Zeekanaal NV (waterways and sea canal) and President of PIANC (Navigation, Ports, Waterways). He is a Civil Engineer and has held the position of project engineer at the 1 st directorate of the Scheldt basin of the administration for waterways Ghent; director of the directorate for ports of the administration for waterways and maritime affairs Brussels responsible for ports, environment and foreign affairs; head of the division of Upper-Scheldt for the administration of waterways and maritime affairs in Ghent. Currently he is the General Manager of the agency Waterwegen en Zeekanaal NV, an agency with some 900 employees, responsible for the management of about 1000 kilometres of waterways in the Scheldt basin in Flanders (Belgium). |

Todd S. Bridges, Ph.D.

Dr. Bridges is the Senior Scientist for Environmental Sciences and Director of the Center for Contaminated Sediments (CCS) at the U.S. Army Engineer Research and Development Center, in Vicksburg, MS. Since beginning his career with the U.S. Army Corps of Engineers at the Waterways Experiment Station in 1992 his areas of research activity have concerned the bioavailability and toxicology of sediment-associated contaminants, the development of methods and models for use in risk assessment, developing innovative sediment management technologies, and advancing the use of decision analysis methods for environmental management. In addition to his research activity as a principle investigator, Dr. Bridges also serves as the Program Manager of the Dredging Operations Environmental Research (DOER) program, one of the Corps largest R&D programs, where he directs the execution of more than $5 million in research annually. He has chaired international working groups within the Scientific Group of the London Convention and the International Navigation Association. Dr. Bridges is an editor for Integrated Environmental Assessment and Management and is an active member of several professional organizations. Over the last 10 years Dr. Bridges has published numerous papers and book chapters in the fields of toxicology, environmental risk assessment, and contaminated sediment management. He received his B.A. (1985) and M.A. (1988) in Biology/Zoology from California State University , Fresno and his Ph.D. (1992) in Biological Oceanography at North Carolina State University.
Dr. Bridges' keynote speech at the conference will focus on the application of risk principles, concepts and methods in the management of navigation infrastructure. He will discuss the application of risk assessment to dredging operations, sediment management, and environmental management and the use of such assessments to make risk-informed management decisions. |

Gerry Byrne
Director,

Gerry Byrne is a civil engineer who has been working in the area of hydraulics, port planning and coastal engineering for nearly 40 years. He is a Fellow of the Institution of Engineers Australia and a past chairman and past member of the National Committee on Coastal and Ocean Engineering of that Institution. His early experience was for the Australian Government on hydroelectric schemes in PNG. Following post graduate studies in Italy and Holland he began to specialise in coastal/port work. In 1979, together with Dr Peter Riedel, he founded the firm of Riedel and Byrne Coastal Engineers Pty Ltd. This firm expanded its offices and operations throughout Australia and the Pacific until it was bought by Kinhill Engineers in 1991. After four years as Principal Maritime Engineer with Kinhill, Gerry commenced as a sole practitioner in the field of coastal engineering and port planning. He has now been operating as such for the last 12 years. He has lived or had professional assignments in 15 countries. For much of 2005 he was in charge of the reconstruction of the ports of Aceh, Indonesia for the UNDP and the Aceh Reconstruction Authority after the devastation caused by the earthquakes and tsunami. |
